The Renters’ Rights Act 2025 – What It Means for You
As you may now be aware, the Renters’ Rights Bill has officially received Royal Assent and is now law, formally titled the Renters’ Rights Act 2025 (RRA 2025). This landmark legislation represents the most significant reform to England’s private rental sector in a generation.
What Happens Next?
At this stage, no immediate changes have taken effect. The Government is expected to announce a phased implementation plan, detailing which provisions will be introduced first and which will follow later. We anticipate full guidance, including timelines and practical instructions, to be published in the coming days.
Key measures expected to be introduced include:
- Abolition of Section 21 ‘no-fault’ evictions – All tenancies will transition to Assured Periodic Tenancies, removing fixed-term contracts.
- Revised possession grounds under Section 8, including new criteria to protect landlords for property sale, landlord occupation, rent arrears, and anti-social behaviour.
- Rent increase controls, with tenants able to challenge unfair rises via the First-tier Tribunal.
- Ban on rent in advance beyond the initial payment.
- Right to request pets, with landlords required to consider requests reasonably.
- Mandatory landlord redress scheme and a national database of rented properties.
- Application of the Decent Homes Standard and Awaab’s Law to private rentals.
Some provisions, such as the abolition of Section 21 and tenancy conversions, are expected to come into force between April and June 2026, while others may follow later.
